Description
Date: 7-8 December 2015, Brussels
Location: Room 05/SDR, Rue Joseph II 99, Brussels
Introduction
The INSPIRE marine pilot entails an activity on the alignment of INSPIRE and EMODnet. In EMODnet and INSPIRE: benefits of closer collaboration proposals have been made for a closer collaboration at technical level. As a direct follow-up of this, a technical workshop is organized on 7 and 8 December 2015 in Brussels.
The main aim of this workshop is to discuss how EMODnet and INSPIRE relate at the semantic and technical levels. In particular, the workshop will address the mapping of the EMODnet data to INSPIRE spatial objects, and the relation between INSPIRE network services and relevant OGC services.
The technical INSPIRE workshop with EMODnet participants is more effective if all involved have a similar level of knowledge about the INSPIRE components, the legislation and technical guidance documentation. Therefore, in preparation of the workshop, participants are invited to consider using the on-line e-learning modules to acquire the basic knowledge needed about INSPIRE.
The format of the workshop will be introductory presentations by experts in the field of INSPIRE, followed by detailed technical discussions.
Who should participate?
The training is aimed at EMODnet developers, implementers and data managers, who want to understand how to use the INSPIRE infrastructure to make existing data INSPIRE-compliant, and how to publish these data through INSPIRE network services. Participants are expected to be experts in the field of marine data. Basic knowledge of UML modelling is an advantage, but not required.
Detailed description of the sessions
The subsections below describe in detail the content of the sessions.
On-line e-learning training modules on INSPIRE
Participants who do not possess the basic knowledge about INSPIRE are encouraged to take short courses on line priory to the workshop. The LINKVIT project kindly put at the disposal of the marine pilot some preliminary training modules which are aimed at bringing the participants up to speed with INSPIRE. These training modules can be accessed at:

The training is free of charge, but in order to access to the training modules you have to register in the training platform. If you have problem with registration or accessing the platform, please contact Carmelo Attardo (carmelo [dot] attardoext [dot] jrc [dot] ec [dot] europa [dot] eu (carmelo[dot]attardo[at]ext[dot]jrc[dot]ec[dot]europa[dot]eu)) for support.
Workshop
The chair of the workshop will be Keiran Millard, facilitator of the INSPIRE Thematic Cluster on Marine and Atmosphere.
Session 1 – INSPIRE Data Specifications – 7 Dec, 14:00-18:00 and 8 Dec 09:00-10:15
This session will focus on the data specifications. Based on the initial mapping of EMODnet data products to INSPIRE themes done by JRC, this activity will be looking in more detail how the mapping between selected EMODnet data products and INSPIRE spatial objects work. The expected outcome of this is an (initial) detailed list of INSPIRE spatial objects relevant for EMODnet.
Presentation 14:00 – 15:30 (Andrej Abramic)
Introduction to data interoperability
Pillars of interoperability
Transformation of data (steps needed for transformations)
Tools and guidance available on the INSPIRE website (including the interactive data specification)
Initial mapping of EMODnet data products to INSPIRE objects
Worked-out example and technical discussion 15:45 – 18:00, and on 8 Dec from 09:00-10:15
An example of an EMODnet product will be worked-out, and technical discussions on the mapping of EMODnet and INSPIRE spatial objects will take place.
Session 2 – INSPIRE Metadata and Network Services – 8 December 2015, 9:00-12:30
Session 2 will concentrate on the technical INSPIRE components of metadata, and INSPIRE Network Services. It will explain how the EMODnet catalogues can be connected to the INSPIRE infrastructure, and how the INSPIRE services for view and download differ from the OGC WMS and WFS service specifications, respectively.
Presentation 10:30-11:30 (Alexander Kotsev)
The following topics will be covered:
Architectures for INSPIRE implementation
Technologies (including open source solutions)
Metadata and discover services (editor and validator)
View services (WMS & SLD)
Download services (atom, WFS, WCS, SOS; how to encode and serve data sets)
Technical discussion 11:30-12:30
What changes to EMODnet services would be needed in order to make them INSPIRE compliant? What can INSPIRE learn from EMODnet?
