Study on costs, benefits and nature of an extended European Ocean Observing System

This looks at what is being spent in Europe and elsewhere, reviews existing studies on benefits of system integration and identifies needs over and above existing observation.

The costs of operational oceanography and research infrsatructure, largely for physical parameters, are well covered but the study is unable to come up with estimates for seabed mapping by public or private bodies or the efforts of agencies responsible for managing natural resources. Knowledge on societal and economic benefits is largely based on studies done some years ago.The study found that there area significant gaps in data on coastal environments and the pressure on them.
