The Channel is currently the world's busiest maritime basin: almost 500 boats and over 300 tons enter and leave the Channel every day – i.e. one boat every three minutes. Together with the difficult sailing conditions, this traffic density increases the risks of accidental maritime pollution. And yet the local authorities along the Channel coastline are not necessarily prepared to tackle these.
Accordingly, the Channel Arc Manche Assembly and partners of the CAMIS project have decided to join forces to raise the awareness of French and British local authorities along the Channel coastline. Through presentations given by French and British specialists as well as personal accounts and panel discussions, the Conference held in Fécamp (Haute-Normandy) on the 28th of January 2011 aimed not only to increase understanding of the risks in the Channel and the respective roles of the State and local authorities but also to present the existing tools in terms of prevention, preparation and management of accidental maritime pollution. It also highlighted subjects for discussion with a view to federating and organising the initiatives of municipalities along the Channel coastline around this theme.

Collectivités du Littoral de la Manche: Quelles actions et quels moyens face au risque de pollution maritime accidentelle?
La Manche est aujourd’hui le bassin maritime le plus fréquenté au monde : près de 500 bateaux de plus de 300 tonnes entrent et sortent de la Manche chaque jour, soit 1 bateau toutes les trois minutes. Cette densité du trafic, conjuguée à des conditions de navigation difficiles, augmentent les risques de pollution maritime accidentelle. Or, les collectivités locales bordant le littoral de la Manche ne sont pas nécessairement préparées pour y faire face.
Ainsi, l’Assemblée des Régions de l’Arc Manche et les partenaires du projet CAMIS ont décidé de s’associer pour sensibiliser les collectivités françaises et britanniques du littoral de la Manche. Sur la base d’interventions de spécialistes français et britanniques et au travers de témoignages et de tables-rondes, la Conférence qui a eu lieu à Fécamp le 28 janvier dernier avait pour objectif de mieux appréhender les risques en Manche et les rôles respectifs de l’Etat et des collectivités locales mais aussi de présenter les outils existants en matière de prévention, préparation et gestion des pollutions maritimes accidentelles. Elle a également mis en évidence des pistes de réflexion pour fédérer et organiser les actions des communes littorales de la Manche autour de cette thématique.
