1. What can Community leader do?

   At the outset of the project the contractor should choose how to arrange the Community in terms of main page and daughter page. The main page and each daughter page can have:

   1. a picture
   2. a short description
   3. links to relevant  web-sites
   4. a set of articles prepared by the contractor and stakeholders.

   The articles can have

   1. a date (if they are an event)
   2. formatted or unformatted text
   3. pictures
   4. relevant themes (an article on ocean energy in the Atlantic must have ocean energy (or one of the daughter pages) as a theme but could also have the "Atlantic" in order to link it to other articles about the Atlantic.
   5. attachments of pdf or Word documents
   6. links to other pages or web-sites
   7. a visibility The article can be visible within the group, within the group and the European Commission or to the public.

   An ocean energy community will be set up. Stakeholders can apply to join the community.

   The contractor can then

   1. decide what privileges the stakeholder can have (read content, write content to the group, write content that is visible to the outside)
   2. also act as a moderator (ie promoting articles submitted by stakeholders- change  from "legible within group" to "open to all".
   3. Monitor usage of the site

   Stakeholders who are members of the Community can:

   1. post and modify their own articles
   2. obtain e-mail alerts of new articles

   Members of the public can:

   1. read "open"  articles
   2. post comments to the articles

   The contactor can also:

   1. suggest improvements from DG-MARE to the functioning of the Community
   2. ask for help with technical problems through the Maritime Forum Task Board

   The web-site includes search facilities, a calendar and facilities for e-mail alerts.

   The contractor will be responsible for soliciting new content and ensuring that the site is up-to-date, informative and useful.
