CISE Cost-benefits
Maritime CISE will bring about striking benefits for Member States and any authority that utilises information generated from the systems that currently supply data. Maritime domain awareness is a must, and with benefits of EUR 423 million per year once in place against costs of EUR 10 million per year, the Maritime CISE provides startling data and awareness benefits, and value that far outstrips the implementation costs.
This new, collaborative approach to information sharing based on interoperability between systems and across borders permits better local, regional and global decision making using the same available resources.
CISE will also favour landlocked countries as they will benefit from a single market that is better protected against external threats, be they security related or indeed, about the prevention of counterfeited goods entering the EU.
Strategic intelligence
By sharing information between surveillance authorities at national, individual Member State, and EU level as a whole, all sectors will profit from a dramatically improved level of awareness of their maritime domains, integrating layers of information and counting on interoperable systems and protocols. This will allow them to understand any situation better, deploy their resources strategically, and provide enhanced prevention and responsiveness at a lower cost.
At regional and European levels, it will allow Member States to exchange important operational data, avoid overlapping of functions, and collaborate better while planning regional strategies.
Economic return
Maritime CISE, for a cost of around EUR 100 million over a 10 year period, will bring about direct savings in surveillance costs of up EUR 40 million per year, and overall benefits of up to EUR 4 billion for the Member States that contribute to the total, both impressive cost benefit ratios. For this, Europe will gain more awareness, faster response times, better guidance, alongside new uses for information not previously available, and further, free resources to help develop risk assessment.

Authorities and professionals are accountable for their work. Maritime CISE will deliver more empowerment to surveillance professionals, allowing for better prevention of possible disasters, and improved decision making throughout all situations. Enhanced awareness via CISE will facilitate networking and coordination, allowing professionals to rely on third party information, and to learn from each other.
