The Working Groups meet according to the schedule of meetings proposed by the Secretariat and adopted by the Plenary.

The BUREAU allocates the subjects covered by the annual work programme between the working groups. It makes sure that the work of the groups is progressing and prepares the opinions of the Plenary. It is composed by the Chairmen and Vice-chairmen of the working groups and the workers representative from the Social and Sectoral Dialogue Committee. The functions of Chairman and Vice-chairman of the Working Groups are allocated to specific organisations as a function of the type of work each does.

The PLENARY decides on the annual work programme of the Committee and expresses the committee's opinions. It is composed by 21 representatives of the professional organisations representing the producer companies, the processing industry and traders in fishery and aquaculture products and non-professional organisations representing the interests of consumers, the environment and development.

The Secretariat prepares and organises the meetings taking into account the work programme of the Committee, the current events and the available budget and resources. The secretariat is responsible for records of meetings, documents and contacts between committee members and the Commission. The Secretariat is provided by the Commission.
